Kua oti te mahere whakatinana me ngā kōkiri whāinga pūtea e whai ake nei kia āhei ai Te Tumu Whakata Taonga, me te hapori tārei kiriata Māori ki te whakatutuki i ngā whāinga o Te Rautaki Māori 2018-21.

Mahere Whakatinana 

  • Ka whakapiki haere tonu te mahi whakapakari a Te Tumu Whakaata Taonga mā roto i āna kaupapa whakawhanake āheinga ahurea, tae atu ki ngā kaupapa ako i te Reo me ngā Tikanga, me te whakaharatau i ngā waiata. 
  • Ka arotake haere tonu i ngā whakaritenga, tikanga mahi hoki kia tino wātea ngā tūranga mahi ki te tangata Māori, tae atu ki ngā tūranga whakatau tikanga, hei kanohi mō te whakahaere i waenga i te ahumahi. 
  • Ka whakatūria te tūranga Pou Whakahaere i mua i te mutunga o te marama o Haratua 2018. 
  • Ka kawe rangahau hei whakapiki i te mōhio, māramatanga hoki ki te ahumahi kiriata Māori. 
  • Ka tautohutia ngā maioro me ngā whāinga wāhi mō ngā kaitārei kiriata Māori. 
  • Ka aromātai i ngā kōkiri o mua, o naianei hoki hei tautohu i ngā kahanga me ngā ngoikoretanga. 

Ngā kōkiri whāngai pūtea 

  • Te Pūtea Hiranga Kiriata Māori - He whakawhiwhinga ā-tau hei whakatairanga i te hiranga i te ahumahi kiriata, mā ngā kaitārei kiriata Māori kua eke nei ā rātou mahi ki ngā taumata o te motu, o te ao hoki/rānei. 
  • Aho Shorts – He pūtea tuku mō ngā kiriata āhua poto mā roto i tā mātou kōtuinga ki Ngā Aho Whakaari.

Ngā mahi mō Waenganui (Hōngongoi 2018 - Pipiri 2019) 

Mahere Whakatinana 

  • Ka arotake i ngā kaupapa whakawhanake mō Te Tumu Whakaata Taonga mō ngā kiriata Māori. 
  • Ka tūhura huarahi hei whakatika i ngā wāhi kei te hapa, ki te tautoko hoki i te hapori tārei kiriata Māori ki te whakapakari pūmanawa, ki te whakawhanake kaupapa hoki. 
  • Ka hanga mahere kōtuinga Māori hei whakapiki i te āheinga me ngā rawa mahi taketake o te ahumahi kiriata Māori. 
  • Ka hanga ritenga me ētahi aratohu whakatau take mō ngā kai Māori i roto i ngā kiriata, mō te whāngai pūtea hoki, tae atu ki te huanga ake o ētahi "aratohu haumaru ahurea" mō te ahumahi, me te hunga whai pānga. 
  • Ka whakatūria tētahi hui ā-tau me tētahi awheawhe whakatakoto tikanga, hei whakapai ake i ngā whakawhitiwhiti kōrero, noho ngātahi hoki ki te ahumahi kiriata Māori i runga i te mahi kōtui ki Ngā Aho Whakaari. 

Ngā kōkiri whāngai pūtea 

  • Ngā Kōkiri Kiriata Nui o Te Rautaki – He kōkiri whāngai pikitia takitahi, tae atu ki te $2m, mō ngā kiriata nā te Māori i mahi. 
  • He pūtea tautoko kiriata nui – He tautoko ahurei mō ngā rōpū tārei kiriata Māori, ka whāngaia mā roto i te Kōkiri Kiriata Nui o Te Rautaki . 
  • He Pounamu (A Treasure) Tētahi Pūtea Kiriata Reo Māori Roroa – He pūtea mauroa tae atu ki te $2.5m mō ia kiriata reo Māori whakaari pakiwaitara. 
  • Te Pūtea Whakawhanake i Te Reo – Tētahi pūtea tāwariwari mō te whakawhanake kiriata reo Māori popoto, ngā kiriata arotahi me ngā kai mō te ipurangi. 
  • Tuakana teina – He kaupapa tohutohu mā ngā Kaihautū Māori, Ringatoi Māori me ngā Kaituhi e mahi tahi nei me te hunga auaha Māori. 
  • Te Pūtea Whakawhanake Rangatahi – He whakawhiwhinga mā ngā tōpūtanga me ngā whakahaere kia āhei ai rātou te whakahaere kaupapa mā ngā ringatoi Māori taiohi. 
  • He Ara – He pūtea toha whānui mō te whakawhanaketanga i ngā kaupapa kiriata Māori roroa, nō te Moana-nui-a-Kiwa hoki. 
  • He whakapiringa tangata auaha Māori – He whakapiringa mā ngā tāngata auaha Māori ki ngā kiriata nunui ā-motu, ā-ao anō hoki. 

The following action plan and funding initiatives have been established to enable Te Tumu Whakaata Taonga, with the Māori filmmaking community, to achieve the objectives of Te Rautaki Māori strategy 2018-21. 

Short term (Jan-June 2018)

Action Plan

  • Improve Te Tumu Whakaata Taonga cultural capacity through continuing development programmes, including te reo and tikanga classes, and waiata practice. 
  • Review recruitment processes and procedures to ensure jobs are accessible to Māori, including senior decision-making and industry-facing roles. 
  • Establish Pou Whakahaere role by May 2018. 
  • Undertake research to increase knowledge and understanding of the Māori film industry. 
  • Identify barriers and opportunities for Māori filmmakers. 
  • Evaluate previous and current Māori-focussed initiatives to identify strengths and weaknesses

Funding initiatives 

  • Māori Screen Excellence Award – An annual grant celebrating creative excellence in the screen industry, for Māori filmmkers whose work has achieved national and/or international recognition. 
  • Aho Shorts – Māori short film production grants through our partnership with Ngā Aho Whakaari. 

Medium Term (July 2018 - June 2019)

Action Plan 

  • Review existing Te Tumu Whakaata Taonga development programmes for Māori films. 
  • Explore ways to address gaps, and support the Māori filmmaking community to build capability and develop projects. 
  • Create a Māori partnership plan to help build capacity and infrastructure within the Māori film industry. 
  • Develop frameworks and guidelines to assist with decision-making about Māori film content and funding including the creation of “cultural safety guidelines” for the industry and stakeholders. 
  • Facilitate an annual hui and development workshop to improve communication and engagement with the Māori film industry, in partnership with Ngā Aho Whakaari. 

Funding Initiatives 

  • Te Rautaki Māori Feature Film Initiatives – One-off production financing initiative of up to $2m for films by Māori. 
  • Feature film support fund – Bespoke support for Māori filmmaking teams funded through Te Rautaki Māori Feature Film initiative. 
  • He Pounamu (A Treasure) Te Reo Māori feature Film Fund – Ongoing production funding of up to $2.5m per dramatic feature film in Te Reo Māori. 
  • Te Reo Development Fund – Flexible fund for development of Te Reo Māori shorts, features and online content. 
  • Tuakana teina – Mentoring support for Māori producers, directors and writers working with Māori talent. 
  • Development Fund – Grants for collectives and organisations to run programmes for young Māori creatives. 
  • He Ara – Devolved funding for the development of Māori and Pacific Island feature film projects. 
  • Māori talent attachments – Attachments for Māori talent on New Zealand and international feature films.
