A small number of international productions which qualify for the 20% grant and offer significant economic benefits to New Zealand may apply for the 5% Uplift.
This is assessed using a points test which is set out in Annex 2 to the NZSPG Criteria for International Productions.
The test considers:
- the amount of past expenditure or expenditure on current production
- New Zealand production activity
- use of New Zealand personnel
- wider economic benefits
A verification panel consisting of government representatives and individuals from the commercial sector and screen sector decides whether a production is eligible for the 5% Uplift.
Successful productions enter into a memorandum of understanding (MOU) with the New Zealand Film Commission on behalf of the New Zealand Government.
Two productions to date have been approved in principle for the 5% Uplift:
· Power Rangers Dino Charge
· Pete’s Dragon
A summary of the Pete's Dragon MOU is below and the summary of the Power Rangers MOU will be published shortly. The full MOUs are not available as aspects of the MOUs are confidential and commercially sensitive.
In addition, Avatar was approved for an additional 5% grant prior to the existing test being implemented and entered into an MOU with the New Zealand Government (see below).
